i bought a psu that seemed to be in new condition(i had to cut all the zipties and there weren't any fingerprints) from a guy cheap. i needed more power to run 2 gtx 780s

i'm now using a different larger case(so i can fit the gpus) but everything else is the same.
the first thing i did was i installed the new psu with both graphics cards together and the sli bridge.
all the lights and fans turned on like normal but nothing reached the 3 monitors i had plugged into the bottom gpu. so i put one into the top gpu to see what would happen.. nothing happened.
i double checked that all the right wires were put in. both leds for the 6+2pcie and the 6 pin pcie on both gpus where green not red.
i removed one card and tried to just run it alone as i did with the other psu and hooked up everything the same but the same thing happened. no bios no start up screen. no monitor activity at all but the fans on the gpus, cpu, case, and psu all running and flashing.
when i bought it(the psu), the guy showed me it worked with the paper clip thing. it lights up all the way and powers everything that i can tell just by looking at it but it doesn't show any activity at all on the screen.
on a side note, i cannot turn off the pc by holding the power button with this psu so far, i've had to trip the switch by the plug.
googling suggested that i was supposed to hear beeps one way or another but out of the many times that i tried putting in the old psu( like i have now and am posting from) i heard no beeps but the computer "posted" (a term im just recently reading) as it usually does and loading everything fine. when i unplug the 24 pin, 8 pin, harddrives, and gpu and put them in with the "new" psu, it still doesn't do anything.
i've tried removing the ram (to see if i heard beeps). i have tried removing the cmos battery for ten minutes. also right before posting this i uninstalled all the graphics drivers i had in hopes that it was something simple like that(as unlikely as it seems)
is there something in my computer's settings or bios that prevents it from"posting"?
if the modular cords i used to hook up the drives to the psu weren't good, would something indicate it one way or another?
is there a simple cheap fix or fix at all that might exist short of getting a whole other psu and...throwing this away?

and got inspired to reproduce the same results (ish) with the old psu. i hooked up the old psu with just the 8 pin and the 24 pin( no drives). i got all the lights and fans AND was able to turn it off with the power button. i tried using just the 24 pin alone without the 8 pin and i was no longer able to turn off the system with the power button but could only turn it on.
with the "new" psu, i've tried to use the 4+4 and the 8 pin that both run from the same wires from the psu with the same results - all the lights and fans but no activity and can't turn it off with the power button.
does anyone know how to reach this company's customer service? maybe for just tech supp or to see if they can fix it or ship me a "new " one even if i have to pay because i'm already in the hole.
i'll respond as quickly as i can and i really appreciate any insight you folks might have to share.
