New VGAP guides

Klingon Kommand has had a minor facelift and some pages have been
updated. In addition, there are two major new things:

* Norman Violet has updated the UEA guide originally written by David
Ouimet

* I have updated the How To Play (Strategy) guide... see the red text
for changes, of which there are a lot. One new topic covered is Crime,
another is Skill and Experience, and I have expanded the Diplomacy
section considerably.

the docs stated in one of the guides there says that the income
generated by cities is affected by the income stat of the race. So for
example a Fed city will create 130mc.

Is this still true or an old refernce?
