New Video Card, PC Won't Boot

I just purchased a Sparkle 9800 GT 512MB DDR3.
My Current Card is an ATI Radeon 1650 512MB DDR2.

My Motherboard is Biostar P4M890-M7

My Power Supply is 430w Thermaltake Purepower

I am currently running 2 x 1GB PC533 DDR2 RAM

Windows XP.


I pulled out the Radeon card and installed the GT9800 and the PC will not POST. No beeps, nothing. The fan to the CPU and Video card both start to spin. The LED lights on my case fan and next to the power button light up.

Troubleshooting that I've tried so far:

Verified all connections.
Cleared the BIOS via the jumper.
Checked the BIOS setting to make sure it is set to PCI-E on the Display.
Removed the On-board video from Device Manager
Completely removed all ATI Radeon drivers.

I don't know what else to try.

I've pulled the card in and out at least three times. Do you mean something else by "reseat the card"?


Another possible issue is the card is PCI Express 2.0 and my board is PCI-Express 1.0a compliant.

I downloaded the manual for the new video card, and it is instructing me to disable the onboard video via the jumper. I have 2 questions around this. I didn't disable the on-board video with my current PCI-E card, so is it necessary? If necessary, how do i do it?

OK I can help you on this since have the same board and a 9800gt 1gb as well and I will see what happens since I have only used it once in my wi-fi box right now it is using a ati x1900xt and it works great. Will post resualts in a few min. This board HATES any thing that has turbocache or hypermemory and won't not boot with ati tv/fm tuners.

OK I am back and yest it work with out issue but the one I got is much different than yours.

Its the old 65nm version with the 6pin connector and the only thing that ever worked with out the connector on my board was a evga 7600gs or a sapphire 2400pro. Return the card for something that has a 6pin or uses less power than the card that you bought like a 4650 or another 9800gt. This boards power VRM sucks so what else is there to do. 🙁

That PSU has two +12V rails, 14A and 15A, but they are not additive; rather the total is probably around 22A, but no more than the lesser amount on that particular rail (e.g. 12A+10A would work, but 16A+4A would not, even though the total is less). Also, that's an overrated PSU, so it probably isn't good for its label. The little red voltage switch is a giveaway to an older, inefficient design. An Antec Earthwatts 380 would power your rig without trouble.

After over a week worth of trouble, the issue ended up being incompatability with the mobo. Biostar rep confirmed that my particular board will not support PCI-E 2.0. Apparently there are known issues with 1.0a boards not accepting 2.0 cards, especially ones with Via chipsets. No one here had the answer. =(

It's surprising the 2.0 card didn't work in a 1.0a board, since the card will automatically run at the slow 1.0a speeds. But the manufacturer would know those issues better than anyone trying to trouble shoot the issue here. Personally I'd have thought the issue revolved around, either the video card 6 pin power connector wasn't connected, or the PS didn't provide enough power. And it's not that all 1.0a boards won't accept 2.0 cards, it must be specifically your board not accepting the cheap "Sparkle" brand video card. Avoid cheap, non-brand named cards and avoid this headache.

I'm not sure what "the motherboard manufacturer hasn't properly followed the spec" means. Did Biostar drop the ball with this board?
