New video card suggestions

Hello,
I have a Dell Dimension 2400 mtc2 PC and I am looking to install video card. I mainly will be using it to watch TV. I am not into video games. My TV is a little older but has HDMI, component, s-video and rca inputs. Any suggestions?

ur pc is only 200 watts to 250, and is pci only , ud have to get a low power usage card such as this.
