New video card with boot problem

I just installed a new R9 380x on my 990fx and at first everything was running well. I then uninstalled the driver to then reinstall because I thought something was off about them. When I booted up my computer again the bios was normal and everything looked normal until the operating system loaded, the screen becomes distorted with pixels and it's multicolored. Unfortunately I don't have a picture.
 
Solution
use safe mode to remove the driver, Reboot in to regular mode with no video drivers, and then install the newly downloaded drivers.
the drivers installer is needing something safe mode cannot allow.
what is your OS I will try to find the offline installer for you?


Okay, so booting into safe mode works fine. Unfortunately I have a new problem now, to install drivers from the AMD Install Manager you need an internet connection and even though I boot into safe mode with networking its still not allowing the Install Manager to do its thing.

The error I'm getting in the Install Manager is "Driver detection error. Contact AMD for support."
