New wi-fi situation in apartment, game streaming won't work (Moonlight/Steam)

I've recently moved into a new apartment complex, and was ready to stream games from my desktop to laptop. However, I'd only ever done this on a private home network, and now, on this network (in which all residents connect to one central router, not unlike a hotel wi-fi network) I can't stream whatsoever. I first tried with Moonlight, and since it wouldn't connect I thought it might be a problem with that piece of software. However, I also can't stream via Steam, as both PC's don't recognise the other as being turned on. What can I do?

I intend to at least get an Ethernet cable for my desktop. What can I do then?

What would that cable connect to?

In a apartment installation they should have a feature turned on called wireless isolation. This will prevent your 2 machine from seeing each other. In your case you want them to but you don't really want all the other wifi users in the apartment complex to be able to also see your machines.

Be very careful using the wifi if they do not have this feature turned on, one idiot in the complex get a virus and it will attack every other machine.

So basically I'm SOL if I want any reasonable amount of security?

Could I run it to my laptop and get an Ethernet to USB adapter?
