New Windows 7 computer won't install anything

hi there -
my girlfriend just bought a new windows 7 computer(a cyberpowerpc) and we couldn't install the graphics drivers without .net framework. i thought okay, we installed her adapter and headed to chrome(which was preinstalled). we downloaded the installer/setup exes for both avast and the .net framework, but when doubleclicked, the program pretends to run - it asks us if we want to allow changes to the computer, we click yes, and nothing happens after that. no processes for it in task manager, not working after multiple reboots, no running as admin, no response at all. nothing we do gets the programs to run. any help would be appreciated.

yes, we are. we downloaded them from the internet and have maintained connection ever since.
