New Windows 7 install and RAM is limited to 2B

I did a fresh install of Windows7 on an Acer AM5100 which had two 1GB DIMM sticks. The mother board has 4 DIMM slots and the specs are that it can accept 8GB. After W7 install the Ethernet connection only works if one 2GB stick or two 1GB sticks are installed. Won't even completely boot past "Starting Windows" with more than 2GB. Either way it shows the installed RAM working correctly. It does not matter which slot I install the RAM in, it only takes 2GB max.

Probably related: the sound shows that it is working, but it is not.
