Need to include OS, not peripherals, monitor I'll have to get back to you on that, for the mean time assume no.
Also a build I was given on another forum, what are your thoughts:
AMD 3rd Gen RYZEN 9 3900X AM4 BOX
Noctua NH-D15SE-AM4 CPU Cooler
Gigabyte X570 Gaming X
Corsair DDR 4 32G (16Gx2) 3200 CL16 Vengeance LPX Black CMK32GX4M2D3200C16
be quiet! Case PURE BASE 500 Window Black
ANTEC PSU 750W High Current Gamer Gold
Samsung SSD 500GB 970 EVO Plus NVMe M.2
Seagate HDD 2.0TB 256MB SATA3 Barracuda
Sapphire RX 570 PULSE 8G GDDR5 HDMI DP PCI-E
Windows 10 Home 64 Bit Hebrew

which sums up to 1990$~

Less storage, no scratch disk, and GPU isn't as good. Does include Windows though. Their processor is slightly faster as well.
