I tend to have lots of them mainly because i am a slow learner. I must ask
what is rerolling charms? And how do you do it?

Me too. In keeping with that...I found a small charm in The Pit on the Hell
Difficulty level. I seem to remember reading that this is some sort of
special location for charms. The mods currently on the charm are nothing
special. Would this be a good candidate for a re-roll??

You put the charm + 3 perfect gems in the horadric cube = new mods on the
charm. What mods you can get on the charm depends on where you found it.

It depends on what you are trying to get.
The pit in hell dificulty gets you a lvl 85 charm, which may become just
about anything, however, if you are looking for a particular mod, then you
should try to get a charm with the lowest possible level that can get that
mod and re-roll that one since you have fewer 'other' possible mods.
I hope this was clear enough. You want a charm with the _lowest_ level that
can still get the mod you are looking for.
There are web pages/sites that list all the levels for the different
areas/difficulty levels, there was even a couple posts here listing them,
google should be able to find it/them.

They're not stupid. I also think it's okay to ask stuff, even if the
answers can often be found on some web pages. To me, usenet has always
been a great medium because of the interaction -- and questions, even if
they might have been posted before, are definitely part of that! (Plus,
the web is a different medium. I often do news offline.)
