Question Newbie here: Motherboard has red CPU and DRAM lights on

CPU Cooler, Case Fans, Motherboard, and GPU all turn on, yet I'm getting no display. Tried reseating RAM several times, trying with one RAM stick, etc.

So this is my first time building a PC, and i'm having trouble with my build.

Here's my parts list:

AMD Ryzen 5 3600 3.6 GHz 6-Core Processor

be quiet! Dark Rock Pro 4 50.5 CFM CPU Cooler

ASRock X570 Phantom Gaming 4S ATX AM4 Motherboard

Crucial Ballistix 16 GB (2 x 8 GB) DDR4-3600 CL16 Memory

Samsung 1TB 860 EVO 2.5" SATA III Internal SSD, 550MB/s Read, 520MB/s Write

Gigabyte GeForce RTX 2060 SUPER 8 GB GAMING OC 3X Video Card

Phanteks Eclipse P300A Mesh ATX Mid Tower Case

Corsair RM (2019) 750 W 80+ Gold Certified Fully Modular ATX Power Supply

The case lights and fans turn on, the CPU cooler turns on, the MOBO fan turns on, and the GPU turns on, but i'm receiving no signal when i plug the HDMI in. The motherboard has the CPU and DRAM lights on. Everything is plugged in, I reseated the RAM several times, and reset the CMOS, yet nothing is resolving the issue. I'm very new to this so I'm not sure how to proceed.

Are your RAM sticks located in slots A2 and B2 as recommended in your motherboard manual?
Is the 860 EVO "Internal" SSD an M.2 model? If so, is it located in your motherboards lower M.2 socket (M2_3)? The top M.2 socket (M2_1) does not support Sata SSD's, only the newer PCI-E NVMe SSD's.
