Newbie overclocker needs cooling help

I'm a first-time overclocker, and I'm looking for some assistance with selecting cooling components for my new system. These are the current components the system will have:

AMD 2600+ Barton
Epox 8RDA3+
AOpen H600M case w/ 350W PS
Geil Value Series 512MB DDR PC-3200
ATI Radeon 9200 128MB DDR
Soundblaster Live X-Gamer 5.1
2 HDs, 30GB and 14GB
DVD-Rom
CD-R/RW
Windows 98 OS

My goal is to overclock the FSB of the 2600+ to 200MHz with absolute stability, and I'd like to spend as little on cooling as possible without compromising the cpu or making the pc sound like a jet engine. I'm currently looking at using Arctic Silver 5 thermal paste along with a Speeze WhisperRock II cpu fan, in addition to the stock case fan. I'd greatly appreciate any opinions anyone can give me on my component selections, especially regarding my choice of cooling aids, in addition to any recommendations for voltage settings for the cpu/memory/ect. Thanks for the lead on the fan, as well as the advice on the 9200. I've been doing some checking, and I have to agree with you. I'll have to see about a 9500 or 9600....
 
Thanks for the help, Wusy. Newegg, where I'm getting all my components from, didn't have the Thermalright you suggested, so I ended up going with a ZALMAN CNPS3100-Plus. It was very highly recommended on their site. I'm also getting an ATI R9600 Pro, which I found on amazon for only $185. Thanks again!
 
the flower zalmans are not particularly good coolers - they're ok, but not as great as the neat looking design would suggest.
you should really go for a thermalright like wusy suggested - try the slk-700, 800 or 900, and make sure you get the version that fits socket A

9600pro = good upgrade from 9200

Kinda an old post.. but you can send a generic video card you have laying around to ati and buy a 9800pro for 250 bucks.
