Question Newbie Question: Dead RX580?

Hello all!

Here’s the situation: my GPU - Asus Dual-RX580-08G - is probably dead. But, before I buy a new one - with the current prices - I wanted to get the expert opinion of those here at Tom’s hardware.

Setup
CPU: Intel i7
MB: MSI B85-G41 PC Mate
RAM: 16 Gig
PS: Corsair CV650
HDD: 250 Gig S
GPU: Asus Dual-RX580-08G

What I’ve Tried
Could not install Video Drivers, as card is not detected by Windows or Bios.
Factory Reset of Windows.
Reset CMOS.
Messed with BIOS settings to detect GPU, etc.
(Bios is up to date) Still not detected in Bios
Completely updated Windows.
Installed another GPU in the same system and it worked.

Questions for You

1. Do you know of a way to revive the card?
2. In the third picture, does that look like a short?
3. Any tips or tricks or thoughts?
4. Is it just a lost cause?

What I have is a boot DOS USB that runs AMD or NVFlash so that I can use an IGPU or another GPU to get display to see the readouts on the PCIE ports to see if the card is alive or not, I used it to find out my HD7850 was completely dead.
