If not listed for the item you are looking at, then I would say "No, it is not offered for that item". You could ask Newegg all of these questions to get a more definitive answer.

That is correct, the item that you linked to is not a Price Match Guaranteed item. What you'd be looking for is the badge which is located just above the price. For example this item is a qualified item: http://www.newegg.ca/Product/Product.aspx?Item=N82E16820231314
