I heard some says about wishlist of neweggs that it saving the discounts and offers. Is it true ?

No. Once a deal is over, it's over. There is no way to "hold" a deal until you are ready to use it.

Yeah, the whole purpose of sales is either to stimulate short-term spending and/or to clear out old inventory. Allowing people to simply "reserve" sales in shopping carts or wish lists serves neither purpose.
