newer hard drive bought with 3tb capacity. can't get all 3 allocated

bought a new hd because old windows died.. when installed on 3tb drive, only (roughly) 1 gb showed up. went to disk manager and assigned new disk letter to 1.3 tb but 7.46 tb cannot be renamed or used. any ideas

What Operating System are you using? XP? Vista? 7? 8? Linux? Mac OS/X? Is the OS 32-bit or 64-bit?

Can you make it more clearer? the figures that you stated are a bit confusing. Also have you used GPT or MBR partitioning?
