Question Newest RX 580 drivers have destroyed video decoding

So after downloading the drivers that came out yesterday, I've noticed that now I can use GPU acceleration in Premiere Pro again. But if I try to play a 4k MP4, the "Video Decode" section in task manager spikes to 100%. Oh, and also the video is very stuttery, and has occasional green glitches, like it's corrupted. If I play the same video without hardware acceleration, it's fine. I've noticed that AMD's drivers have been very problematic lately, like when it made my GPU undetectable to Premiere Pro. Is this a known problem?

There actually isn't an option to roll back AMD drivers. I could install older ones from AMD's website, but then I'd have no GPU acceleration in Premiere Pro.
