Newly bought built computer running slow

I just recently purchased a used built PC off of someone. It has decently good specs, and in games for the most part it is fairly smooth. I do get frame lag from time to time and I'm not sure why. It has a newer i5-6600k, a 1080 GPU. and 16 GB of DDR4 RAM. I'm not sure why it runs stupidly slow at times. Like boot up time is prob a solid 3mins+ at least. And starting applications or even just a web browser can take some time. I have kept an eye on all temps and nothing gets insanley crazy except the GPU does get up to 83C when under full load on some games. I had a laptop before this desktop and it never had these kind of issues running the same games or applications so I am just trying to figure out where I should start to resolve this. Yep, you want to go into your BIOS and overclock the CPU, there are plenty of guides to explain. I've also including one that I think will help you out in your gaming.
They claimed they did a fresh install of windows. Looking through applications and such there was nothing on here except steam (which I asked him to install) and ARK. However it is a trial edition of the windows 10. I'm not sure if that would effect performance but I know it has this annyoing water mark on the bottom right corner that says "Activate Windows" go to settings to activate windows. So.... Not sure if that would have anything to do with it. I am currently in the field (I am in the military) so I can't look up to much more about it at the moment. Was just hoping to get a few ideas of where to start for when I get back home here in a couple weeks. It is running off of 2 1TB HDs at the moment and I plan to get a SSD, and 16GBs of RAM to fill up all the dimm slots and I like my PC to have a SSD for OS and important programs and such.
 
Activate windows? This guy could have possibly tried to pirated Windows. And the tools he tried to use could have some how infected your machine. I would invest in a Windows key.

Ah the field, which branch? Used to hate cleaning my ruck and IBA. I did NTC twice, and it was fun (at least the food trucks were).
 
I'd have to buy a window key. And I know they pirated windows.

I am in the army haha. I've only been through one rotation of NTC and I went to south korea for a rotation. The food trucks are pretty good in NTC 😛.

When I get back out of the field I will buy my SSD and I guess a actual copy of windows though I'm not sure how to install it without a disc... or a flashdrive of it. I am not a complete novice to PCs but it's been about 4 or 5 years since I've tried messing with a OS install.
 
Also Herc08 Looking at your build you have close to the same as me, except I have the 1080 8GB and your CPU must be OCed? I primarly play Ark and it puts a lot of stress on my CPU (Runs at about 80-90% based off task manager, and the RAM is at about 90% the whole time which is why I am putting 16GBs more in here.) My GPU also runs at about 83C almost always in that game and GTA V. From what I read about the 1080 83C is like the highest safe operating temps.
 


Well if possible, I would go for a wipe. And yes I overclocked it to 4.4Ghz as the stock is 3.5Ghz.
As far as installing Windows, you can just download the Windows Media Creation Tool with a 8GB stick, and you should be good to go. If you have an Z170 board, you should be able to overclock it and get more usage out of it. As far as RAM, strange since Windows is usually good at memory managmeent. Hopefully the 16GB will help a lot.
