Newly build pc, cant install windows

Yeah, well. I have to reset the cmos battery before EVERY bootup, or else the GPU fans wont spin, and the screen will remain black. I can live with that, but when Im trying to install windows, it requires a reboot. So I have to turn it completely off. When im trying to get back where I was, i get a black screen.

You have to fix your hardware issues before installing the OS. You should provide complete system specs (CPU, motherboard, PSU, etc.)

SXS 600w, that could be your problem since you're running a 4850 X2, try getting a corsair 650tx and run it again.

You have to be sure, I mean I cant just buy stuff. What would happen if its too small?

^ it isn't, a corsair 650tx can run a 4870 X2.

whereas your PSU can just about run two 4770's which use 100w whereas your gfx card uses about 160w.

Well the PSU can't power the PC.

I'm guessing your problem is caused by the CPU having to work harder when you reboot the PC as it has to load up all the previous data and this causes it to use more power while the Gfx card is still using a bit of power and the PSU can't power them both anymore.

Yes but you also say that your gfx card fans don't spin and you get a black screen which is a sign of not having enough power.

It's easy to determine if the PSU is causing the issue. Remove the HD4850X2 and install an old PCI graphics card to see if it resolves the issue.

Your sistem eats about 450W of power at load so it's not your power supply. But tell us the make and model of your video card and motherboard.

Then you probably should RMA the motherboard.

Unless he bought it at a local store, he'll probably have to get an RMA before shipping back.
