Newly Build PC does not shut down

Hello all

I have (actually my friend and I) build a new pc. And it wont shut down, or power down. I have to turn it off at power supply.
I thought it was issue with win 10, so I tried with win7, both with and without upgrades.Nothing changed,i tried removing battery from motherbord too , but nothing helped.
When I go to shut down, screen goes black vents and HDD (or one of those) spins up and keeps spinning.
Holding power button does nothing. If i press it once after it went into "shutdown" then it powers back on. As if computer " thinks" he was shut down normally and turned on.

When its on its working flawlessly, but I cant turn it off,components used in the build are:
i7 6800k (no overclock)
Asus x99 A II
Asus strix GTX 1080 A8G
evga Supernova 750w G2
Samsung 850 EVO 240GB
WD black 1TB
Cooler Scythe FUMA

you may have a program that is hindering the pc from shutting down.

or you may look at your power option that tells the computer what to do when the power button is pressed or held down.

in windows 7. you go to control panel-hardware and sound-power options-system settings. from there you can choose what the pc will do when the power button is pressed
 
Are you using a display port cable for your monitor? If so unplug it and see if that fixes it. If it does you need to get a vesa compliant cable or you could try disabling pin 20 that is pumping something around 3v back into your computer but its far from easy to do. It can also over time kill your gpu or more.
