Newly build PC sounds like Jet Engine, need Processor cooling recommendations

Titles says all. I live in Canada and have a fixed budget of $30 dollars, must match the stock cooler in terms of performance for an FX 8320. Hyper 212 Evo will not for in case. And please, let it be quieter...

Gammaxx 300 or s40

They perform about the same, the s40 is a little quieter & a little cooler - both far far better than the stock cooler

Pick the best one on price with delivery.
Both about the same as the evo performance wise.
