Newly built computer won't install W7

I just finished building my first computer. Everything is compatible (it will go to the mobo settings menu). But I'm trying to install W7 on it (with a CD in the drive), and it will just go to a black screen that says "Reboot and Select proper Boot device or Insert Boot Media in selected Boot device and press a key"

The CD might not be bootable. I suggest making a bootable USB drive by using Rufus or similar and then copying the Windows files on it. See if working.

(1)BIOS is not booting the correct device, or (2)Bad Optical Drive, or (3)not-Bootable CD.

(2)Boot with a disc you know it's good, all you want is to verify CD drive good.
(3)This should work if it's a genuine Windows disc.
