Question Newly built machine shipped to me wont power up but shows power to gpu and mobo

So my friend built my new pc as I didn't have time to throw it together , he had everything setup and working great before shipping it. He packed it nicely, filled the inside with air pillows and some foam to keep the cpu fan from moving any ,everything came solid. Now only difference was he didn't have my GPU at the time so I put my 1080 ti in and all I'm getting is power to GPU and then the power button on my msi x570 unify board is red. I've switched the gpu cables, I've reconnected pretty much all cables...what could it be?

Were thinking maybe somehow static did build up and kill the memory somehow, not sure.

Anyone have a few ideas? I really dont think the cpu needs repeated as the cooler on it is solid as can be..would love ideas thanks
