Question Newly Built PC boot looping while installing Windows 11/10

Hello I have no clue if this is the right forum or not but I just built a PC and I had issues getting it to POST and now I have gotten that solved and I have been able to get into BIOS. Well I bought a 16gb USB to installcwindows to it, I used the Windows Media Creation Tool multiple times and it either black screens and stays there or it just boot loops at the POST screen (see video below) I have tried 2 different USBs to no avail, I have different ports, I have tried using the Windows 10 tool as well, which literally killed my first USB. fTPM, TPM 2.0, Secure Boot are all enabled. CSM or UEFI does the same thing regardless as well. Ive been dealing with this all day and just want to get Windows running.

Specs:
MSI B450m-a pro max 2 with 4/2024 update
Ryzen 5 5500
16gb Patriot Viper Ram
Swift 6700XT 12gb
Brand new out of box Hitachi/WD UltraStar 2tb Harddrive

You might want to mention the BIOS version.

Which USB ports have you tried on your build?
It is BIOS Version E7C52AMS.A20 and I have tried all usb 3.0 ports on the back of the board. I have not tried front usb ports. Im trying to install Ubuntu now to see if I can even get to some type of OS but through UEFI mode I got to the GNU menu to install Ubuntu and then just a black screen. Im trying on CSM mode atm

Okay your at least getting to bios that's good news.

In your manual does it list what FN key to keep mashing right after you hit the power button to bring up your boot menu.

Most of the time it's F 9-10-11-or12

If you can find that F key you should be able to tell PC to boot from your USB installer and windows should move forward.

If you have a different issue keeping your USB installer from working than we will go from there.

Yea I have looked on multiple forums and done setting in the BIOS that people have suggested nothing, ofc I reset CMOS every time to reset it and its Del to get to Bios settings and F11 to get to Boot options. Like I said it just gets to where 1 dot on the loading circle pops up and then resets and loses usb power.
Also to If your new hard drive in not formatted meaning still raw It's rare but I have had to format in a working PC than throw hard drive back into a PC like your trying to load windows for it to move forward with install.
Yea thats what I was thinking sadly I dont have any friends with a pc they all have consoles. One has a little asus nuc that Ima try and see if it has an extra sata port, and one my female friends has a pc but my fiancee doesnt want me to ask her for help so ig no luck on that one lol

Okay being as your kind of stuck meaning you really need a spare computer to test stuff and format that drive. It might not be the drive but having it not raw would eliminate that off the list.

It could be the raw drive or getting your USB wires not connected in the right order for the front panel to motherboard or memory issue?

And with out another computer to test your USB Windows OS installer that also could be your issue.

What happens If you unplug the hard drive and throw in the USB installer of Ubuntu. Will that boot to a desktop off the USB thumb drive. No hard drive is needed.

Disable secure boot.
Make sure, SATA controller is in AHCI mode.

Does your system not have any SSD ?
On a mechanical HDD windows 10/11 runs rather poorly.
SSD is a must.

Ive tried doing Ubuntu and the same thing happens. Itll get to the GNU screen to try or install Ubuntu, I click that and then black screen, unless Im just being impatient on this one. Im running Memtest86 rn to rule out at least 1 stick of ram. Ill do the other later.

Secure boot has been enabled and disabled with nothing. Sata controller is set to AHCI mode. And I only have a 2tb 7200 rpm Ultrastar atm as thats all I could afford with that much storage. My fiancee wasnt too happy with this purchase already being about 1k.
