Question Newly built PC - currently turning on and off repeatedly. Any help appreciated

Over the weekend i put together a new , what you would probably consider, gaming oriented PC.
After assembling i booted into bios and then into windows. I used it on and off over the course of the weekend - at one point playing 2 different games for several hours at a clip with no issues. I did have a handfull of BSOD's here and there and decided to do a Windows Reset this PC from the boot up recovery(keeping all my personal files) and was in the process of re installing my apps and whatnot. Last night while i was updating one of my Games that was now installed, my monitor went black, my keyboard lights went off and the PC continued to run. I waited about 30 seconds and nothing changed so i powered it down. Upon restarting, the PC got stuck in a continuous loop of power up and then powering off seconds later, repeatedly - i have since turned off my PSU and left it alone.
I would hate to think i already have a piece of faulty hardware and /or destroyed my brand new build. this doesnt seem like a windows problem. Even if it were, i currently cant even get the computer to power on and boot to windows.
Any advice or assitance would be appreciated.

the components i used are as follows

Windows 10 home, build 1903
Western digital blue 1TB SSD
Gigabyte Z390 Aorus pro
Intel I-7 9700K
Corsair TXM series TX 750 M Gold
Cooler Master ML120L AIO liquid cooler
Corsair Vengeance LPX DDR4 3000 RAM - 16 GB (2x8)
MSI Geforce GTX 1050
All placed in an NZXT H500 case with another top exhaust fan and 2 front intake fans.
 
going to tinker with it now, but for shits i tried powering it on again and looked carefully at it and saw that the cpu and dram lights flash back and forth continuously before the thing shuts down again.

edit took out both sticks, started with one stick and booted my pc with it in each of the 4 slots and it booted each time. the second stick failed to boot in all four slots so i can only assume over the course of 24 hours, one of my sticks went bad/was already bad out of the package.
