newly built PC is underperforming

I recently built a new computer and the FPS count is lower than expected. (roughly 150 less)
Parts: Gigabyte - GeForce GTX 1070 8GB Mini ITX OC Video Card
AMD - Ryzen 5 1600 3.2GHz 6-Core Processor
MSI - B350M GAMING PRO Micro ATX AM4 Motherboard
SanDisk - SSD PLUS 120GB 2.5" Solid State Drive
Western Digital - Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Corsair - CX (2017) 550W 80+ Bronze Certified ATX Power Supply
crucial ballistix sport 8gb ddr4 2400
I already installed Geforce experience and did BIOS

Try some OS optimization like using blackvipers safe desktop.

Make sure to disable shadowplay in geforce experience.

Have you tryed to overclock the 1600 yet? The stock cooler should get you 3.7~3.8Ghz.

Have you downloaded drivers? (You didn't state, you only said you downloaded GeForce Experience)
