[SOLVED] Newly built pc kinda underperforming, looking for advice on final upgrades

So not too long ago I upgraded my pc with a ryzen 5 3600 and a zotac RTX 2070 mini, thing is... I'm not seeing the ammount of improvement I think I should (keeping in mind I come from a i5 3570 with a gtx 1060)
I checked and temps are fine, usage percentages are fine, drivers are fine and so on, but in some games like Metro Exodus or Apex Legens, even if my fps counter is at a stable 60, it feels like quite some stuttering and fps drops going around

Now the thing I'm thinking is causing this, my ram is only 2400 mhz, and I'm still on a HDD, and a pretty old one to say the least

My current idea is to get an SSD, a new set of 3000-3600mhz ram and a 144hz monitor.. Will all those "minor" improvements help a bit?

RAM: Kingston HyperX Fury DDR4 2400 CL15 (16 GB on dual channel)
CPU: AMD Ryzen 5 3600 3.6GHz
GPU: Zotac Gaming GeForce RTX 2070 Mini 8GB GDDR6
PSU: Aerocool Lux 750W 80 Plus Bronze
HDD: Seagate Barracuda ST1000DM003-1ER162 1TB
Monitor: Asus vs228-DE (I'm using a HDMI to VGA adapter, not sure if that may have something to do with anything as well)
