newly built pc starts after 3rd attemt..kndly help!

I have a newly built PC, on prssing power key ,lights and fans starts running then it gets off, and then again it tries to start and gets off and then on third attempt it starts up automatically. it's happening every time i boot it up.
my specs:
core i3 8th gen
16 gigs ddr4 corsair
gtx 1060
aorus b360 mobo
corsair vs 650 psu

4 years old ups, could it b due to my ups?or psu

Try updating to F11. Take care though that a failed updating process might render the board unusable.

updated bios to F11 still same problem persists

Can you test different power supply?
