Question Newly built pc turns off, then after a few seconds/minutes turns off and wont turn back on.

Hey so my friend just built his first pc and I helped him finish today. After everything was set up and we started downloading windows we left to grab a wireless adapter and when we got back the pc was off. After a few tries we learned that after turning it on, the pc would take a range of seconds or minutes then turn off with no ability to turn it back on using the power button. I did the power supply test, switched the ram sticks around, switched the gpu around and i cannot think of anything else to do. Any suggestions?

Please post entire system spec including PSU make and model.
What power supply test are you referring to?
