Newly built PC turns on for fraction of a second then off

I just put together my first PC and when I finished plugging everything in it would seem to turn on for only a fraction of a second then off. The front led by the power button would quick flash and the fans connected to the motherboard would move a little bit and then nothing. After this happens the power button doesn't do anything unless I unplug the power then plug it back in to which I get the same result. I read the manuals and followed online tutorials and I'm sure everything is plugged in correctly. I've read other threads saying to try unplugging one of the RAM cards. I've tried that along with switched the slots and cards around. Nothing works.
My specs are:
-GIGABYTE 990FXA-UD5 Motherboard
-AMD FX-8350 Black Edition Vishera 8-Core 4.0GHz Processor
-MSI GTX 970 4GD5T OC GeForce GTX 970 4GB 256-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready SLI Support G-SYNC Support Video Card
-G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600
-RAIDMAX Blackstone series RX-700AC 700W Continuous Power ATX12V V2.3 / EPS12V
-Mushkin Enhanced Reactor MKNSSDRE1TB 2.5" 1TB SATA III Internal Solid State Drive
Thats all in a Rosewill Thor V2 gaming tower

Ok, I tried taking it off and testing it, the same thing happened. The stand offs seemed fine to me. Are they supposed to be tighter than hand tight? And if so would that really cause a short circuit?

UPDATE: It appears the problem became worse. I flipped a switch on the back of the power supply. And my machine actually appeared to be turning on but I flipped the switch for the power to turn it off so I could plug the rest of the stuff in and noticed a bit of smoke coming from the inside. Unsure if this happened before or after I turned it off. I tried turning it on again and only the back fan connected to the motherboard would spin. I removed the cpu fan/heatsink and noticed a small mark on the motherboard that I think is a scorch near the cpu. I noticed the graphics card fans wouldn't spin anymore either
 


Good thing I bought the protection plan with it. Looks like it's out of stock on the website though. I'll figure this out eventually
 


Any idea how it happened so I don't have the same thing happen to me when my replacement arrives?
