Newly built PC will not boot

Me and my friend built a PC a few days ago, everything was connected properly, and all the LED's turn on, but when we press the power button, no fans are spinning including the fans
on the GPU and CPU, we think it might be a problem with the power button wiring, but we
tried every spot on the front panel connector, no luck so far.

PS- I've built PC's in the past but never ran into this problem before.

CPU- Intel Core i3-7100 3.9GHz
Motherboard- ASRock B250M-HDV
GPU- MSI GeForce GTX 1050 Ti 4gb
PSU- EVGA 430W

So you connected the ATX12v, cpu, 24 pin. And installed the standoffs?

Did you connect a mobo speaker so it beeps?

Yes, we connected everything, but we do not have a motherboard speaker.
