Newly built PC wont fully start up

Newly built PC turns on for 5-7 seconds, fans start spinning, then it shuts off for 1 second before starting up again and repeating cycle until psu is turned off.

look weird but its a good news

so maybe a short somewhere ... did you install the standoff correcly and at the good place??
did you install the cpu correctly or bent pins and thermal paste well applied ??
did you tried with only one ram at the time?
your psu worked well???

Reinstalled standoffs and am pretty sure they're all in place. thermal paste well applied, tried with one ram, PSU apears to be working but it may not be providing enoguh power, i don't really know.

Kinda sounds like the BIOS is freaking out. Are you able to do anything, maybe boot into the BIOS to monitor?
If not, usually the CPU overheating would just cause it to power off, and not cycle.. Have you tried only CPU, 1 stick of RAM (multiple slots), and onboard graphics only? Disconnect drives and graphics card.
