Newly built PC won't turn on

i just finished building my pc and when i went to turn it on it simply made a quiet high pitched hissing sound
Specs:
intel i7-7800 cpu
msi x99 raider motherboard
evga gtx 970 gpu
nh-d15 cooler
750 watt power supply
2tb hdd
1tb hdd

update:
turns out i got the + and - for the power button the worng way round

Just to double check, the i7-7800 uses the LGA 2066 chipset, while the MSI X99 Raider uses the LGA-2011-R3, right?

The motherboard has a 2066 socket
