[SOLVED] newly built pc wont turn on

Im building my first pc, and Im pretty sure ive done everything correct, but now that its all put together, when i press the power button, nothing happens. I've tried everything i know of (case connectors, checking the ram ect.) but im all out of ideas. I can hear a faint wine coming from the power supply, so i know that power is going into the thing, but that's all it does, any suggestions?

GPU-MSI GeForce RTX 2070
motherboard-ASUS Prime H310I-PLUS R2.0/CSM LGA 1151 (300 Series)
CPU-Intel Core i7-9700 Coffee Lake 8-Core 3.0 GHz
RAM-G.SKILL Ripjaws V Series 32GB (2 x 16GB)
PSU-Thermaltake Toughpower PF1 850W

Could be the motherboard does not have the bios update required for the CPU, but in that case I would still expect some fan spin.

I would breadboard it. Take it out of the case and remove everything non essential then try to turn it on.
