Question Newly built PC won't turn on

When I press the power button the fans flash and spin slightly, there is also a quite ding noise. I've tried reseating the RAM and I've checked the power connections. There is a light on the board that is on as long as it has power, so I know the board is at least getting power.
I've also tried turning it on without the gpu or wifi card, same results.
