Newly built system turns on and off in cycle

Hi,
I built a system with a 4930k Intel chip with an H100i cpu cooler, gtx780 gfx card, Gigabyte X79 motherboard and 850w power supply. First time I built it, didn't even turn on at all. WENT THROUGH TOM'S HARDWARE CHECKLIST and a couple others a hundred times, still wouldn't work. Exchanged the motherboard for a new one, rebuilt, CHECKED EVERYTHING as best as I possibly could, and this time the system turns on for a moment, all the fans start going except for the two in the very front, then the system shuts off...then it turns back on for a moment then shuts off, and repeats that cycle. I have the two radiator fans for the H100i plugged into the H100i itself with its adapter, and two other fans plugged into it as well in the other port with the other adapter it gives. I have two fans on the side plugged into the motherboard, one in the back plugged into the motherboard, and then two fans way in the front that are plugged directly into the power supply with supplied cables and 3 pin adapters with fans. I double checked all my plugs on my motherboard, double checked my standoffs, EVERYTHING on the Tom's list among others. I unplugged the fans in the front from the motherboard, unplugged the additional fans from the H100i, and various combinations. I read other posts on this site with people having the same problem, and they have all fixed their problem with steps I have already taken. Can someone please help? I'm getting extremely frustrated, I need this system up and running and it just won't turn on...I want to break it.
 
I did that already, I did one stick of ram, tried each, tried no ram, tried no graphics card, all in and out of the case, swapped out the power supply and motherboard already for new ones...it's looking like my CPU, right? I mean, if this is my second motherboard, brand new, and my second brand new PSU, and I'm trying to boot outside of the case with all different combinations of troubleshooting, it HAS to be my CPU right? what the hell else could it be at that point?
