Newly upgraded computer won't boot when sata power cords are plugged in.

I recently upgraded my computer with a new mobo(GA-Z170-HD3) a new cpu(i5 6600k) and a new psu(EVGA 750B2). Upon installing the parts everything works until i plug in the sata power cord to the modular power supply. Then it won't boot until i unplug the power cord to the psu for about 10 seconds. Also when the sata power cord stops the computer from booting, I need to unplug the the gpu(r9 280) and reinstall it to work again. I can't update the motherboard with the disk given because the disk drive won't work unless the sata power plug is plugged in.
The hard drive is western digital, model: wd5000aks - 00A7B0.

the data cables are plugged in

I sincerely doubt this is the case because i just sent the a bad psu back on warranty. I've tested the psu on its own and it has no problem starting when its disconnected from everything. it has no problem starting either as long at the sata power cords aren't plugged in.

the computer will start fine and i can get into the bios as long as the sata power cord isn't plugged in. I tried resetting cmos and nothing changed.

I just had a power issue. It was the Power connector to the hard drive. The SATA power plug was cracked and chipped on the side.
Symptom was a quick flash of power and then nothing, no bios load. After unplugging and waiting a minute I could cause another quick power on then off again.
