Newly upgraded PC not turning on, burning smell.

Today I spent my time upgrading my PC, but when I was done it refused to turn on. I thought the PSU was faulty so tried my older one only to have it give off a burning smell. Just before the smell I thought I heard a noise that was similar to 2 pieces of plastic sliding together, I thought something had come loose although I was wrong. oh yeah. when I first went to turn on my PC the rear fan connected directly to the PSU span for about half a rotation and stopped, it then refused to do it when I tried again.

My new build

i5 4690k with coolermaster Hyper 212 evo.
EVGA GTX 770 SC
MSI z97 gaming 3
XFX XXX 650W PSU.
kingston hyper x 2x4gb
not sure what else to say that's relevant. Needless to say I'm gutted.

Ah yes, I understand that it would be hard to make this call, but what are the odds that my other components have been fried. I'm really not in the position to buy all new parts if they refuse me a refund 🙁

Nothing visable out of place, everything is plugged in, yes it is turned on, yes the it is plugged in... yes the wall socket is turned on... no I haven't been pressing my nose instead of the power button.
Anyway... the burning smell was from my old PSU so that is gone. When I tried again after re-re-checking the cables in their sockets the back fan and the GPU fan (both plugged directly into the PSU) both turned for a second before stopping again so from what I've seen I'd guess it's the motherboard.

Sorry if i am too late did you find a solution if an electrical device wont function its usually because of a short circuit is any cables touching the side of the case if possible test it outside case a motherboard speaker is very important too as it gives beep error signals a burning psu is very bad so most likely dead or dying a computer will not boot if there's a problem it does this too protect itself so there defiantly something not right hope you got it sorted if you did 🙂

Yes I did find a solution the next day after testing it outside of the case. turns out it was a power cable to the disk drive that was faulty and caused the power to cut as soon as it was turned on. Thank you for your reply as it turns out would have helped me greatly to find the problem. Also the PSU was an old one I tried in the system to rule out my new PSU being faulty. All is well now and I replaced the cable with a new one that came with the PSU. Thanks again.
