Where did the 28 cores come from? Top spec is 18 cores. Typo I suggest.

I thought they counted GPU cores as well. 4+8+4+12 🙂

But its good news that PTL-H will have a version with 6 P cores as well.

28 cores consists mostly of E-cores is the likely scenario. I don't believe Intel will increase the P-core count. Unless Panther Lake is on some cutting edge node that is better than the current TSMC N3, I am expecting power consumption to increase.

No, the specs are right there: top tier Panther Lake is 6P + 8E + 4LP-E, so 18 cores. So max of 6P cores and 12 E cores. But they have no 28 core parts coming for Panther Lake. At one stage Intel were going to release an 8P + 32E Arrow Lake cpu, but it is long cancelled.
