NIC Not Working Properly

I have a I350 T2 Intel NIC, It will connect to the internet via router but won't respond if I connect it directly to my modem. I have the latest drivers installed as well.

BTW, the lights on the NIC intermittently turn on if I'm connected to the modem.

Well I can't see your NIC being faulty if it connects to the internet when connected directly to the router (which is what you should be doing anyway after completing the Belkin setup instructions). What's the point of having a router if you're still going to connect the NIC to the modem?

You only connect the NIC to the modem if there's no router in your network.
When there's a router involved, you connect the NIC to the router, not the modem.

I'm building a PF Sense box, I want anti virus at the router level as well as data compression. I've spent around 10 hours troubleshooting that included 2 fresh installs of PF Sense, 2 NICs, 2 computers, and a refresh of my boot drive twice. I think I have another DOA NIC, as it doesn't connect directly to the modem but will connect via LAN. At first I was able to ping other servers but now it won't even connect via WAN.

Well now you decide to provide more information that wasn't in your first post. I assumed it was just a straightforward router/modem hookup from reading your first post.

No, sorry. I don't have very good luck with things, so I always get stuck with bizarre problems that even confused a Network Engineer I was talking with at work. I appreciate your help.
