The point of sleep is you're able to resume the session almost exactly where you left off. It's quicker than a full boot.
You can do it from the power menu, or set it to happen automatically after a time (1h, 3h, etc).
You don't ever have to shut down the PC, but it's the most common and "normal" thing to do.
There are some side effects to sleeping, but they're minor. If your PC is working normally, you can use sleep instead of shut down.
I have used sleep only for many years. I don't care about the few watts that are used by sleep. HDDs are stopped just like power off. I like my PC powering up in the morning without the lag of power on. Even if we take into account electricity rates, you'll only spend about $16.80 per year ( $1.40 / mo) doing this assuming you keep the computer sleeping 20 hours a day and are in living in Hawaii. If you live somewhere closer to the US's average cost of electricity, this drops to $5.75 per year ($0.48/mo). I'd argue neither of these should be meaningful and if it is, you're probably in dire straits.
The only time I might say shutting down is better than putting to sleep is if you live in an area with unreliable electricity.
