So my current specs Are
GPU: NIVIDIA GT 640
CPU: AMD ATHLON X4 740

but I was wondering if I will get more FPS in games by changing my GPU to a GTX 680 but keeping my current CPU AMD ATHLON X4 740 or would I get more FPS in games by keeping me current GPU the GT 640 but changing my CPU to a AMD ATHLON X4 860k

So which would give me more FPS the AMD ATHLON X4 860K
or the NIVIDIA GTX 680

You will notice a performance increase by changing the graphics card, something like a GTX 760 or R9 270X/280 will serve that CPU nicely.

For that CPU socket, the 860K is the best you can get, but the main advantage is in overclocking.
I would recommend changing both out, you will see a performance increase with the 680 but it will be held up by either of those CPUs. The benefits you would get solely from the CPU upgrade probably isn't worth it.

I would just save up and do the whole thing at once if it were me.

The 860 will be a very very small step up
Frankly a 680 is too much card for even the 860 to handle.

I don't know what price you are getting on a 2 generation old 680 card but I would look more at a r9-270x or a GTX-660/760 because those cards wont be near as bottlenecked by the weak Athlon x4
