NKVD.us url block/spam/virus?

My brother recieved a hammy down computer from our old neighbors. It works quite well, had a wireless adapter installed with latested service pack 3 and all the updates. So after i got done cleaning it all up i decided to go on the internet and find a nice wall paper for him, typing in google.com and it totaly redirects me to some crazy off the wall site. the address was this.. http://www.nkvd.us/google.com
I tried back spacing the www.nkvd.us out and then gave me no internet connection was found page. So these neighbors of ours did something to it. There's no virus protection on it or anything. To me it looks like some kind of malware.
My question is, is there any good free software to get rid of such a problem? Thanks in advance
