NMI hardware failure, now nothing

System specs:
Ryzen 1600x
Msi b350 gaming plus
Asus GeForce gtx 1050ti
16gb trident z 3200 (2x8)
Corsair cx450m
2tb Seagate firecuda hybrid drive
Cooler master master liquid 120

Issue:
I had just started my computer and logged into discord and loaded rainbow 6 seige and my computer threw a bsod for an nmi hardware failure. When the computer restarted, it went through the mobo splash screen and then just sat at a black screen with a cursor. Immediately I think that the computer just needed windows 10 repaired. I searched all the posts I could find for nmi hardware failure just to be sure, however they all had the systems boot back up after the failure.

So far I have done:

flashed the bios
Checked the bios to see if the hdd was recognized as well as the other hardware devices
Checked to make sure all cables were plugged in correctly
Reseated the ram
Flashed the cmos
Reinserted the windows 10 installation disk and changed boot preference to the optical drive
Reinserted the windows 10 installation disk to a usb optical drive and changed boot preference accordingly
MemTest
Disabled Logo

Still, the only thing I can get to pop up is the mobo splash screen and bios settings. Nothing will boot the windows 10 installation disk to even begin repairing windows 10 as i thought that was my initial issue. Apparently not. I have tried everything I can/could think of. Maybe I am just missing something.

Any help regarding the issue would be appreciated

Disable the logo in the BIOS. So you can see what it says

Test the ram with memtest 1 stick at a time. Try 1 stick at a time. See if it boots into windows

I didn't see to do it one stick at a time. I did run it normally though. As well as disabling the logo. Still nothing. And here are the results

Did memtest bring up any errors? if it did the ram is faulty

The memory test didn't show any errors and I couldn't gather anything really from the post screen
