No access to a folder, can't take ownership

So my problem is that when I try to open C:\windows\temp, I get the "you don't currently have permission to access to this folder" message despite the fact I'm an administrator. So then I go and try to take ownership of the folder so I can change the permission, but it says "Unable to display current owner." and when I try to change it to me it says "unable to set new owner on temp, access is denied." I've already tried restarting to see if it fixes it.

I'm not sure what to do at this point. Any help would be greatly appreciated.

There is a command line to change ownership, I did it for a folder I couldn't delete. GOOGLE.
