No Activation 0xC004C003 Undocumented BIOS Requirement

Hardware tied Windows 10 upgrades keys and activation problems. I have 8 of the 9 computers in my house upgraded to windows 10 and one of them refuses to activate. It gives error 0xC004C003 does anyone know of any new or not put out BIOS requirement that could be preventing activation?

In an effort to resolve the issue I ran the manufacture recovery disks installing windows 7 verified it was activated then upgraded to 10. I installed a fresh copy of windows 7 using the MS OS sticker verified it was activated then upgraded to windows 10. Thinking that Toshiba somehow did not provide license information to MS (not sure how it would have activated if that was the case but by this point I am at a loss) so as a last resort I installed win 8.1 pro that I got from my dreamspark account (never used before) installed it verified it was activated then upgraded to windows 10. It has now been sitting in this configuration for 36 hours and it still will not activate. This inability to activate and giving me error 0xC004C003 leads me to believe that there is a missing hardware element here. like a new BIOS requirement that has not been put out to me it seems that somehow the hardware information is not being passed to MS from the computer.

It means its blocked. If you upgraded to Win10 from a previous version did you click on skip, if it asked for a key?

It looks like this can also happen, because there are too many activations, (possibly by using the same key)

So you may have to wait a few days, it may activate

I dont think it has anything to do with the BIOS

There was no key requested by the installer. All 3 upgrades were started from within an activated version of either windows 7SP1 or 8.1.

Hmm that error may not mean its blocked. The activation server maybe overloaded. With too many requests.


Wait a while see if it activates

Ya that is what i have found as well and that is what ms says but i am not buying it. esspecially when this comp would /will not activate but two others were upgraded and activated during the same time this one would not activate. The servers were so busy this one could not activate but when two other computers requested activation withen seconds of each other they activated with no problem not buying it.
