no admin account in windows 7 safe mode and cannot access guest

i really need help, on top of being stuck on guest account in windows 7, i cant even access admin by boot in safe mode.
but my main problem is having no rights to anything in my guest account, cant reinstall windows, cant do anything. i tried so many things, from command prompt tricks to boot from usb. and yes i tried booting from a cd too, that wont even work.
also: cannot change cmd to sticky keys
i tried a bunch of other things too but im too stressed to type it all down
someone please help.

There are some tools for resetting the Admin password if you have forgot it. To reinstall Windows without access to an administrator account you have to first format the hard drive.

im actually on a school pc right now, but i think ill try booting from a cd again (i tried through the bios but not F12)
and ill report back here shortly
