No administrator access on an administrator account

I've had to do a clean install of Windows 7 because my last installation bugged up.

Now I'm trying to delete the old Windows copy on a different partition (D because I want to use that partition for my programs but I am unable to delete anything that requires administrator access.

My user account has been added to the administrator group and tried taking ownership. I have also tried using the hidden administrator account but even that does not work.
Formatting is out of the question as I've finished my configuration's in regedit telling programs where to go on installation (Plus I have already installed a couple of things).

How can I get delete the old Windows folder?

If it's a partition (not a folder) you wish to delete or re-format, do it outside of Windows using a bootable partition management CD like this one: http://www.partitionwizard.com/partition-wizard-bootable-cd.html

Download their CD Image and create the CD from it with IMGBurn: http://www.filehippo.com/download_imgburn

That will give you a bootable CD which loads the partition management software.
