No advanced settings for mouse/touchpad

Hello,
I have a Toshiba laptop running windows 7. Up until now I've been using a wireless mouse but it broke so I'm using the touch pad. It's annoying to scroll using the scroll bar on the side so I've googled how to activate the scroll on the touch pad and everyone is saying it is under advanced setting, but my mouse settings does not have that! Instead, it has SetPoin from Logitech, probably from my wireless mouse, which I can not uninstall because it is not in the mice and other pointing devices folder. SetPoint does not have any settings, it just has links for updates witch are, again, for the mouse that I am no longer using.

Go to control panel. Hardware and sounds. Touchpad. Click on that. Should be an option for advanced settings in the lower right hand or left hand corner of the new menu.
