"No amd graphics driver installed" Error

Driver model : AMD
Graphics Card : Radeon R9 280 3GB
MotherBoard : H97M-HD3 LGA 1150
Problem Description: Hello Guys , Yesterday i did Computer Formatting (windows 8.1) and my driver has been deleted .. I gave up After few tries. I installed the new amd driver (17.2) and after the installation it wrote me this : "NO AMD GRAPHICS DRIVER INSTALLED". I downloaded ddu and tried again and same thing goes over and over again ... I feel exhausted and got nothing left to do . my windows is 8.1 and i tried to ask for help in many forums but no one answered 🙁 please help me guys you're my only hope..

I got the Disc . but still it's an old one because my Graphics card was on market like 3 years ago . how can the disc help me?

The disc is the driver installer. Insert the disk info your disc drive and follow the instructions.
